    Williams twelve part response to various letters and Resolutions written by the Church Missionary Society regarding the solutions and agreements in the case of surplus land grants for missionaries and their families: 1. Williams states that the Resolutions covered by the Society's letter of July 1848 "appear to have been formed in the absence of information" 2.

    He suggests that the Society's letter of March 1847 alongside the Minutes of the Special Meeting of July 1847, were based on "papers communicated by Earl Grey to the Earl of Chichester" and 3. Will not comment on the merits of the abovementioned correspondence. 4. Williams reminds the Committee of the sense in which the "Society's letter of March 1 and accompanying Resolutions" were understood by those missionaries claiming land for their families. 5. Outlines briefly the legal instruments of the case brought against the missionaries who purchased land for the benefit of their children. 6. Williams acknowledges the view of the case taken in a letter from the Bishop of September 1849 to the missionaries. The letter stating that the "missionaries were not to select from the land already granted" and revealing the assumption by Governor Grey that the land was in the hands of the missionaries for their own use and benefit. 7. The agreement that the missionaries would adhere to the limitations set by the Governor insofar as "they be allowed to dispose of the surplus lands for the benefit of the natives" 8. Williams assertion that Governor Grey would not agree to those terms, and that Archdeacon Henry Williams withdrawal from negotiations as a result was not the 'turning point' the society states. 9. That Governor Grey intended to appeal the decision by the Supreme Court despite the missionaries willingness to adhere to Governor Greys terms of utilizing land for public service. 10. Williams view that "all hope of a fair recommendation was at an end" following Governor Greys appeal, but not because of the withdrawal of Archdeacon Henry Williams papers. 11. Five points recapping the above outlined contents of this memorandum. 12. Williams final recommendation, that the matter be referred to the Parent Committee, who he believed will resend the Resolution of June 26, 1848 once they had seen all the facts of the case.
