    Williams letter to Edward Marsh follows his account of the ordination that took place at Waimate in September, 1844 [His account of this event can be read in MS-1991-75-898]. Following the ordination, Williams writes that the Bishop held a Synod of the clergy present. The chief subjects of that meeting were how to deal with candidates for Baptism, the term of probation, the regulation of native teachers, schools, and other minor points suggested by individuals.

    An important discussion point was the decision to have Baptisms conducted by Archdeacons only.
