V. C. Cooper was born in New Zealand of English parents. He worked as an accountant for Dignan & Armstrong in Parnell but later turned to farming in Ramarama. Cooper had an interest in the military and enlisted in the Victoria Rifle Volunteers in 1895. He went on to become a Lieutenant in World War I with the 3rd Auckland Infantry Regiment. Cooper was in the Territorials until 1929.
