    Calls upon the French people to subscribe to the second National Defense Loan, one of four issued by the French government during the course of the war.

    Annotation in black ink at bottom: "This appeal was made to the French Nation on their calling for the Second War Loan. The appeal was most successful. Geo. R Hutchinson".
