Description: 'State restructuring was a further preoccupation with Governments during the 1984-94 decade. Many Departments became Ministries each with a new focus on policy advice, at the expense of operations. Smaller, leaner and less expensive, the State moved out of the market, off-loading many of its previous functions to State-owned Enterprises, and the private sector. Devolution became another theme so that by the end of the decade it was difficult to recognise the State in its devolved form. Were School Boards of Trustees, Regional and District Councils, Crown Research Institutes and Regional health Authorities the same as the Crown? The question was to become an increasingly important one for Maori as they sought to make partnership a reality, and to settle Treaty claims and to participate in the new environment.' -- p. 7
