Jeffrey James Morris was born in Taylorville, Brunnerton on August 16, 1889. He grew up in Taylorville, later moving to New Plymouth where he worked as a carpenter. Jeffery, and his brothers John and Ernest, embarked together on the Willochra for Liverpool on November 22, 1917, arriving in Liverpool on January 7, 1918. He served with the New Zealand Regiment in France. On returning from the war, he settled in New Plymouth where he was employed in the building industry. In 1920 he married Agnes McArtney.
